Minutes of the Business Meeting

There were 44 people in attendance at the Open Business Meeting.

Report of DPP ExCom Meeting

M. Porkolab gave a summary on the ExCom Meeting on Sunday highlighting the following items. A policy on women representation on DPP committees was passed. The Sherwood Theory Meeting was endorsed, and the EPS and JSPF are continuing the exchange of representatives with DPP. EPS has a new prize named for H. AlfvÈn. The DPP will continue publishing its newsletter on the web. The public information committee needs improvement and member participation is important. Next fall's meeting will be held jointly with ICPP in Quebec City. Maxwell Technology has agreed to continue funding the Maxwell Prize.

Secretary-Treasurer's Report

V. Chan reported that DPP has a total asset of $254k including pre-registration income and before accounting for DPP99 expenses. Both the Plasma Dissertation Award and Plasma Excellence Award are fully endowed. The Educational Outreach contributions from institutions and individuals have exceeded $5k. Thanks are due to all the contributors. A balanced budget was expected for this meeting based on registration numbers.

Site Selection Committee Report

There was no indication of DOE travel restriction for scientists to attend the Quebec City meeting next fall. Albuquerque, New Mexico has been chosen as the site for DPP2003 and Savannah, Georgia for DPP2004.

Program Committee Report

J. Drake reported 1400 registered for this meeting and over 1500 papers were submitted. Loren Steinhauer, the local chair should be commended for his efforts in organizing the meeting.

Report on Election

Porkolab reported on the results of the DPP election. M. Lampe (NRL) is the vice-chair for 2000. P. Gary (LANL), M. Peng (PPPL/ORNL) and R. Petrasso (MIT) are the new ExCom members. Only slightly over 20% of the members voted in this election. Members were urged to take their voting more seriously in the future.

Publication Committee

J. Cary reported there was a 7% increase in foreign submissions to Physics of Plasmas. The acceptance rate for Physical Review was approximately 50% but plans to tighten the acceptance were being considered. National laboratories might have problems publishing papers because of recent events related to computer security. Cary also asked for input to publication of plasma theses and URL links to theses.

Science Education Committee

Porkolab reported for D. Correll who has replaced T. Simonen as the chair of this committee. Miklos thanked Simonen for his service and stressed the need for more volunteers. The distinguished lecturers' series will continue. Those schools interested to invite one of the five lecturers can contact the DPP ExCom or Correll.

Other Business

S. Pollaine put forth a request that the DPP endorse the ratification of the nuclear test ban treaty. A motion (by Cary, seconded by Grabbe) to forward this request to ExCom for discussion and endorsement was passed. A second motion (by Pollaine, seconded by Coppi) for the ExCom to discuss at the Spring meeting a position against polygraph testing and urging DOE to stop implementing this until further studies, was also passed. The DPP chair will contact POPA to get more information on this issue.

The gavel was passed from Porkolab to Drake.

The meeting adjourned at 6:00 PM.
